Towards Effective Mining Accountability in Mali
Strengthening environmental governance in mining areas, through citizen monitoring and constructive dialogue between stakeholders.
This project is the first major initiative of SOS Environnement Action Mali (SEAM). Implemented in Naréna between November 2025 and March 2026 as part of the Accountability Lab Mali accountability incubator, it aimed to improve the monitoring of environmental standards, strengthen citizen participation and promote more responsible mining governance.
Context
Mining activity that needs better support
Mining plays an important role in Mali's economic development. However, it can also impact natural resources, public health and livelihoods when it is not accompanied by effective environmental monitoring.
Faced with these challenges, SEAM has developed an innovative approach bringing together communities, local authorities, traditional leaders and digital tools to foster better environmental monitoring and constructive dialogue between the various stakeholders.
Overall objective
Contribute to strengthening environmental accountability in Mali's mining areas through citizen monitoring, better information flow and advocacy grounded in reliable data.
Specific objectives
- Strengthen the monitoring of environmental standards in the mining areas of Naréna
- Document the impacts of mining activities
- Establish an environmental and social monitoring observatory
- Develop digital reporting tools
- Foster dialogue between communities, authorities and mining stakeholders
- Produce reports and recommendations to improve environmental governance
Intervention areas
Four localities in the Naréna commune
These areas benefited from community mobilisation, data collection, awareness-raising and environmental monitoring activities.
Our main activities
During project implementation
Community mobilisation
Organising meetings with administrative authorities, customary leaders and communities to present the project and strengthen local buy-in.
Environmental data collection
Conducting field surveys, documenting environmental impacts and analysing the information collected.
Monitoring observatory
Creating a community environmental-monitoring network responsible for tracking incidents and quickly relaying information.
Civic Tech
Developing a WhatsApp group enabling community relays to share environmental alerts in real time.
Advocacy
Drafting impact reports and advocacy notes, and formally submitting recommendations to the relevant authorities.
Results achieved
The project made it possible to

- Establish a fully operational environmental and social monitoring observatory
- Create a digital network for sharing environmental information
- Officially submit reports and advocacy notes to the authorities
- Strengthen community participation in environmental governance
Challenges encountered
A field initiative, with its obstacles
Like any field project, this initiative faced several challenges:
- Some community reluctance at the outset
- Administrative constraints that required adapting the strategy
- Differing interpretations on certain issues related to the rehabilitation of mining sites
Thanks to dialogue with local authorities, traditional mediation mechanisms and the use of digital tools, SEAM was able to continue its activities while maintaining the trust of communities.

- Consolidate the citizen monitoring network
- Further develop digital data-collection tools
- Strengthen institutional partnerships
- Extend environmental monitoring activities to other regions of Mali
- Continue advocacy efforts for more effective environmental governance
